As cities manage their immediate response to the COVID-19 pandemic and are looking ahead to plan and resource long-term recovery efforts, we need, more than ever, common solutions and win-win agreements between different levels of government and sectors of society. How to overcome the challenge of inter-jurisdictional coordination in dealing with the pandemic? What are the strengths and limits of different models of metropolitan regulatory frameworks?
